Normally, the sitting POTUS of a party will speak at their convention.

But, also normally, that POTUS would be running again if eligible to do so.

Not since LBJ in '68 has this situation been in place.

I'm not sure how refusing the nom even works since it's so unprecedented for the majority delegate holder to refuse to accept them.

So, on the one hand it's certainly possible Joe can make a stink if he changes his mind again.

But, on the other hand this is Joe we're talking about so not sure he could pull off a speech at the convention where he changes his mind.
