China Deploys Three Icebreakers to Arctic as U.S. Presence Suffers After ‘Healy’ Fire

China continues to push ahead with the rapid expansion of its Arctic-capable fleet. For the first time it has dispatched three icebreaking vessels into the region this summer.

 

The U.S., meanwhile, will remain without surface presence in the Arctic for the remainder of the year, possibly longer. Following last month’s fire aboard Coast Guard icebreaker Healy the vessel had to abort its Arctic patrol returning back to its homeport Seattle on a single engine. The only other USCG icebreaker, Polar Star, remains currently dry docked in an attempt to squeeze a few more years of service life out of the 55-year old vessel.

 

China’s largest and most capable icebreaking research vessel, Xue Long 2, departed for a months-long expedition in early July. Comparable in size and capability to Healy, the vessel passed through the Bering Strait weeks later and spent more than two weeks in the waters of the Chukchi and Beaufort Seas to the north of Alaska, before continuing its voyage into the Central Arctic Ocean.

 

The smaller Zhong Shan Da Xue Ji Di, an icebreaker operated by Sun Yat-sen University, set sail on a similar path at the end of July. It currently sits 200 nautical miles from Utqiagvik, formerly known as Barrow, in the Beaufort Sea.

 

China’s newest Arctic icebreaking vessel Ji Di, commissioned in June, departed from Qingdao on August 5 also en route to the Arctic. It reached the Bering Strait this week and is currently operating to the west of the Alaskan town of Nome. The state-of-the-art research vessel was constructed at the Guangzhou Shipyard International and is operated by China’s State Oceanic Administration.

 

Another icebreaking research vessel, Tan Suo San Hao, was floated earlier this year by the same shipyard and will enter into service with China’s Institute of Deep-sea Science and Engineering of the Chinese Academy of Sciences early next year.

 

Chinese shipyards have constructed icebreaking research vessels at an impressive rate, albeit smaller in size than the much-delayed U.S. Polar Security Cutter. The construction of Ji Di and Tan Suo San Hao took only around two years from first steel-cutting to completion. The much-larger Xue Long 2, China’s first domestically-built polar icebreaker, was completed in 2019 in under three years.

 

Russia also recently launched a new “combat icebreaker.”

 

In comparison the latest Coast Guard estimates put the construction of the first PSC at between 6-8 years. Test work on the first steel sections began in April 2023 and delivery of the initial vessel could slip into the 2030s. The contract was awarded to VT Halter Marine, now Bollinger, already back in 2019.

Ship Quarantined in Argentina Over Suspected Mpox Case

BUENOS AIRES, Aug 20 (Reuters) – Argentine authorities have quarantined a cargo ship in the Parana River near the inland grains port of Rosario over a suspected case of mpox onboard, an industry official said on Tuesday.

 

Fernando Morales, president of industry body the Argentine Naval League, said that a Liberian-flagged ship set to pick up soy cargo had been ordered to drop anchor in the river while a test on a crew member was carried out.

 

“A crew member with fever and weakness was taken to a hospital in San Nicolas. There they carried out some tests and they say that in principle it could be mpox,” Morales said, adding that the diagnosis was not yet confirmed.

 

The World Health Organization last week declared mpox a global public health emergency for the second time in two years as a new variant of the virus spread rapidly in Africa. A day later, a case of the clade 1b variant was confirmed in Sweden, the first sign of its spread outside Africa.

 

Mpox, a viral infection that causes pus-filled lesions and flu-like symptoms, is usually mild but can kill. The clade 1b variety has caused concern because it seems to spread more easily through routine close contact.

 

Morales said health authorities were guarding the ship and would examine other members of the crew.

 

Some 13 countries have reported mpox cases caused by other strains across the Americas this year, according to WHO data as of last week. Argentina has previously recorded eight cases.

 

Denmark’s Bavarian Nordic is set to decide this week on whether to ramp up vaccine production, while Swiss pharmaceutical company Roche has said it is looking to boost its laboratory testing capacity.

U.S. Navy Secretary Pushes Maersk to Invest in American Shipbuilding During Denmark Visit

Secretary of the Navy Carlos Del Toro visited A.P. Moller-Maersk in Denmark last week to bolster support for American shipbuilding and address maritime security concerns.

 

During his meeting with A.P. Moller-Maersk CEO Vincent Clerc, Secretary Del Toro reaffirmed the U.S. Navy’s commitment to protecting commercial ships and mariners from Houthi attacks in the Red Sea.

 

As part of his Maritime Statecraft initiative, Del Toro encouraged investment in American shipbuilding. Discussions focused on attracting demand and investment for constructing commercial sealift vessels in U.S. shipyards. This visit supports efforts to strengthen American seapower, following the announcement of the maritime statecraft initiative at the Harvard Kennedy School last September, which aims to restore the U.S. as a comprehensive maritime power to counter China’s global shipbuilding dominance.

 

Since launching the maritime statecraft initiative, Secretary Del Toro has strongly advocated for bolstering American shipbuilding through partnerships with key allies. Following a recent visit to Korean shipbuilders, South Korean conglomerate Hanwha agreed to acquire U.S. shipbuilder Philly Shipyard in a deal valued at $100 million. This agreement will see the first Korean shipbuilder with operations in the U.S.

 

“With some of the world’s most technologically advanced shipbuilders already heeding our call to invest in integrated commercial and naval shipbuilding facilities in the United States, the next step in our maritime statecraft strategy is to attract the world’s foremost commercial shipping firms to signal their demand for new ships built in American shipyards,” Secretary Del Toro stated.

 

A.P. Moller-Maersk, through its Maersk Line, Limited, is the largest operator of U.S.-flag vessels in international trade and significantly participates in the U.S. Maritime Security Program and Voluntary Intermodal Sealift Agreement (VISA). However, the company does not operate under the Jones Act, which requires that cargo shipped between U.S. ports be transported on U.S.-owned, crewed, registered, and built ships.

 

In a recent address at the Naval War College on August 8, Del Toro emphasized the need to revitalize the U.S. seapower ecosystem to tackle naval challenges, stressing the importance of restoring competitiveness in U.S. commercial shipping to reduce naval shipbuilding costs.

 

Secretary Del Toro’s visit to Denmark also follows collaboration with interagency partners, including the U.S. Department of Energy and the U.S. Department of Transportation Maritime Administration, as well as Congress, to explore innovative incentives for building and flagging commercial ships domestically. Notably, the Department of Energy’s Title 17 Clean Energy Financing program now offers low-interest loans for U.S.-built dual-fuel commercial ships.

 

As a company policy, Maersk has committed to only building new ships that can be powered by green fuel.

 

The Maritime Security Program, overseen by the U.S. Maritime Administration, maintains a fleet of commercially viable, militarily useful U.S.-flagged merchant ships to support military sealift needs during conflicts or national emergencies.

 

Secretary Del Toro and his team plan to continue discussions with A.P. Moller-Maersk leadership during their upcoming visit to the United States.
