Jacob's son Judah would be the tribe that would produce the Promised Messiah.
Kill and murder are two different things.
We are allowed to kill someone in self- defense.
We are allowed to execute/kill people who are murderers or who cause grave dangers to society.
It depends who is interpreting the law.
But God is the final Judge because he knows the hearts & minds of all people.
