Since the 1970/80 Federal Department of Education… YES.

before that, when a locality, farm village, or small town gathered thier own money together to fund a One Room or such… the quality of basic education (reading, writing and math) was fantastic. That kind 'education' made a lot of very wise, self-sufficient and happy (er-ish) people. The DoE destroyed all that in less than fifty years.

parochial (local) schools seem to be the best formula, overall. I feel great sorrow for those kids now who will have to contend with the Zombie Hordes currently coming out of Public Skool.
