Sqauwk 7600 – Lost Radio/ Communications
Pilots set the 7600 code on their transponders if their onboard radio stops working.
The 7600 code alerts the ATC that a plane cannot communicate with them.
The ATC responds by informing other nearby planes of the situation and instructs them to avoid the plane suffering communication failure to avoid potential collisions.
The pilot of the plane suffering communication failure will remain on high alert, especially if they’re heading to a busy airport, to avoid potential collisions.
The pilot will very cautiously land the plane since they can’t communicate with other planes or the ATC.

Back tracking on the flight path history. It was squawking 6302 patrolling over Estonia. Then flew south and began squawking 7400 over Latvia. Switched to 7600 as it approached the Lithuanian border.
Just switched back to 7400 east of Warsaw, Poland.
UNMANNED AIRCRAFT SYSTEMS (UAS) LOST LINK
Code 7400 may be transmitted by unmanned aircraft systems (UAS) when the control link between the aircraft and the pilot is lost. Lost link procedures are programmed into the flight management system and associated with the flight plan being flown.
When you observe a Code 7400 display, do the following:
NOTE-
Instead of displaying “7400” in the data block, ERAM will display “LLNK,” and STARS/MEARTS will display “LL.”
Determine the lost link procedure, as outlined in the Special Airworthiness Certificate or Certificate of Waiver or Authorization (COA).
Coordinate, as required, to allow UAS to execute the lost link procedure.
Advise the OS/CIC, when feasible, so the event can be documented.
If you observe or are informed by the PIC that the UAS is deviating from the programmed Lost Link procedure, or is encountering another anomaly, treat the situation in accordance with FAA Order JO 7110.65 Chapter 10, Section 1, paragraph 10-1-1c.

Thinking this might be normal if passing through that zone of known GPS jamming, checked on the flight up there, and no abnormal squawk codes were broadcast until the return trip.

MQ-9 Reaper up. Reason for mystyerious NOTAM south of San Angelo, Texas no longer a mystery. This one will likely fly out the SE once it reaches altitude. Then out in into the Gulf of Mexico. Registartion, CBP-113, is a good indication of the operator.
