In July, the initial contact was made on behalf of "Montana Together" through a representative at Opendorce.com, a platform used as a marketplace for athletes to score Name, Image, and Likeness (NIL) deals. NIL is a policy approved by the National Collegiate Athletic Association (NCAA) in 2021 that allows college athletes to monetize their content.

That revelation came from a Nov 15, 2023, Fulton County Board of Commissioners meeting where Commissioner Bridget Thorne grilled the county on its practices and somehow got the DRE Chairperson to admit in broad daylight that they were violating federal law.
"The National Voter Registration Act (“NVRA”) imposes an express, nondiscretionary duty upon the FCDRE to “conduct a general program that makes a reasonable effort to remove the names of ineligible voters from the official lists of eligible voters” due to death or change of residence. 52 U.S.C. § 20507(a)(4)."
