We don't know that for a fact. If Maduro was using it for reasons he wanted hidden from public view. Then he could have flown with ADS-B off. And/or avoided areas of ADS-B network member receiver coverage. Using a combination of low altitude flight and known network blind areas (which are plentiful worldwide). The ADS-Bx network, and others, are not an all seeing eyes in the sky as some would seem to believe.
