Police asking for help
The disturbing incident happened at Tacony Park in Philadelphia.
The woman from the video reportedly told the woman who pursued that the little boy was her foster son.
The Philadelphia Police Department posted on its Facebook page that they are looking for the man and woman from the video. If anyone has information on their whereabouts they are asked to call (215) 686-8477 or click here to submit an anonymous tip.
