Saw a blog where a guy said the best tactic to fight LE on foot was oil based paint mixed with sand or grit. Placed into balloons they could be used by throwing like water balloons. The paint would effectively blind them by coating their goggles/face shields. The paint would also be slippery on hands/gloves. The grit would damage/destroy all other gear like pistols, tasers, radios etc.
Using oil based paints prevents rinsing it off and it effectively destroys all gear it touches as it cannot be cleaned.
All this with no need to harm those wearing the gear. Simple and savagely effective.
I doubt we'll see the need for this here in the US but who knows. The blogger was suggesting these techniques to the Yellow Vests and Aussies at the time.
