Coins are exchanged for silver
Consider the logistics of replacing our coinage, and all the outrage if $8B of coins become worthless. For that small fraction of our total currency, avoiding allegations of treasury default, the logistics of mass coinage swaps, etc., they might just say a clad coin is worth a silver coin.
