The average number of civilian (incl. medevac) choppers over CONUS on a weekday, daylight hours, is about 65. The average number at night is about 35. I don't have good data for weekends.
Lakotas are widely used for chopper pilot training. It is normal to see a number of Blackhawks in military training but where they are and what they are doing would be a clue to whether it's significant or not.

ADSB shows 73-75 civilian choppers over CONUS ATM. That is a bit more than normal. Not viewing mil choppers ATM.
Now I'll track some of them and try to determine if these are normal medevac missions starting or terminating at a hospital, or whether they are taking people to military bases and similar locations.

Frankly I cannot tell what these guys are doing without a whole lot of digging. These 5 picked from a geographical area not for any other reason.
The 22 that you counted, how did you determine they were EMS /Medevac? Owner names? Photos? Hospital destinations?
