Are these the same 12 Russians that Rosenstein was talking about or are these different people??? I found this document n it seems like he said the same thing this document says.

It's in these documents that was made in March. I was reading them last night n found it weird that Rosenstein mentioned 12 Russians arrested n this document says pretty much the same thing about 12 Russians in Feb.
