pretty sure there was a deal cut off date, some got the clue and went with it, others are so high from sniffing their own farts or so entrenched and convinced that they'd win that the didn't take the chance. its gone now the way i understand it, they had the opportunity before the end of last year or somesuch
I think they were trying to be merciful to those that would admit they were wrong, try to think of it as further justification for the harsh punishments coming for those unforgivables and the low order fart sniffers that refused deals.
