The main reason people aren't being arrested is exactly what Q said…..prevention. They're essentially blackmailing all guilty parties (not just the ones indicted). Stop your evil actions or you'll get arrested. Fuck with us, and you're getting arrested. Ironicly, this a strategy the Cabal uses.

Q is using the sealed indictments to stop cabal criminals through fear (another Cabal tactic).
