it would have to be a direct signal other wise everyone in the area would be affected. So it is either tons of mini bombs in peoples pagers that were inserted at various times or there is a signal of some sort that can be specifically targeted. Does not matter the type of battery although IONs do pop off and are known for over heating.
depends on how fast it can be done. Can you explain how you distribute bombs to multiple people across a region and make sure they get in the right hands at the right time and hit their target, or is it easier just to target their number somehow and their geolocation.
