the problem with all of this is that you pull on one string they all come undone everything. The CIA is only a fraction of this problem as you have other nations actors including our own getting into every other fucking nations business also. One system pulls down another system.
You can still take the money away from the traitor. But that still means they were a traitor who took money. What about their families that have benefited off of that treason? Did they know about it? Can not go after them technically per law, but at some level they can not have the same lifestyle as they had either as a benifit of the treason. They can never work in media again.
