I tend to disagree with this part. This has all been so carefully scripted. Everything planned has been to awaken the masses to the maximum effect. I think they've carefully calculated the effect of each step in the great awakening. They are not waiting for a % to be awakened. They already know when that # will be reached. It's all part of the plan.
