Anon thinks it means that her handlers expect the whole-of-government (fed., state and local), especially the bureaucracy, to strictly follow orders and policies. If one were to look at the definitions of holistic and its antonym, one would realize that a holistic (wholistic) approach leaves no room for the individual.
