Any single vaccine tested in isolation will likely test safe of very small risk
It has been known through isolated incidents that 'catching up' on missed vaccines created a system load that increased the chance of harm.
The increase in the recommended / combination / required vaccine schedule is 100% intentional to created situations where harm occurs from total load.
