New ballot harvesting method. Leave apartment post office boxes unlocked (saw this at my sister's place in Arizona) so that bad actors can remove mail-in ballots and swap them (and sometimes toss them using a voter registration database). In AZ, they only need the external envelope to validate the ballot. The ballot inside doesn't have any identification on it, so it can easily be swapped by bad actors.
