Bull, so many prosecutions running in parallel behind the scenes right now and she's one of the biggest. From a military standpoint, the worst offenders take the brunt of flak, that means that many of those to see prison will be higher-echelon people. Low-hanging fruit are only worth so much, prosecution will determine who the worst of them are and humiliate them before they fall.
