Ask the public or buy some of these bikes and get a supply small chain going. Consider all the tools that I mentioned. You can go to where the roads collapsed, bring in a bunch of chainsaws, and literally cut some trees and make new road paths around the collapsed road within a day or so. We do not have to make new roads but have engineers assess and start working on small sections. Just like on 911, concentrate on getting the heavy equipment in by clearing small pathways. Let's get it done.
