Ya know, the thing about these kind of polls is, you have to pick one of the only options given. In this case, a normal option would be "unsure", but if they leave that out as an option and replace it with "tie", and you either have to pick one of the other two options, what do ya do? I read this one as, some people didn't think either of them won as a possibility or they just don't want to commit to one or the other. I worked for a company that did surveys, they manipulate the choices for answers to push the outcome to whatever they want.
