Don't forget that the last time indictments were handed down for Russians, there was something in the news that needed a narrative change. Something like there was no Russian collusion, except from HRC. It had been revealed Potus was not under investigation and public interest in Mueller had been waning.
And what timing now that Potus is actually going to meet with Putin that Mueller again creates indictments for Russian spies You know, ones that can't possibly magically appear in court to refute the charges.
