Why the drone ban? Why every effort to keep "outsiders" away from certain locations?

The thought that keeps coming back to me is "crime scene."

Bad guys don't want their crimes discovered which would happen real fast if m*tilated victims were found.

Do good guys want to find every survivor and get victim statements from them? Also, do good guys need to properly work each ?homicide? victim so the evidence stands up in court?
