Voting machine files need to be 100% transparent, including all the code. It is not a crime to enforce integrity. I have code for voting that can be 100% transparent. Appeal this, if there is information that has to be secured then it is not a honest system, tampering proofing has nothing to do with transparency. CRC checks, TSL, and many other techniques can ensure this.
