Re the trucker who couldn't find any loads destined for Asheville, NC, this local says it's because a large percentage of his state is designated as "no go" zones.

But OP was addressing why loads may not be available to truckers that would normally be lighting up trucker boards for pick up / delivery after a disaster, i.e., there are none for areas around Asheville, NC.
