Conspiracy Theories Abound as U.S. Military Closes HAARP
The U.S. Air Force has told Congress it intends to shut down HAARP, a controversial Alaska-based research facility that studies the upper atmosphere.

The U.S. Air Force has notified Congress that it intends to shut down HAARP, a controversial Alaska-based research facility that studies an energetic and active region of the upper atmosphere.
Conspiracy theorists are abuzz about the news, given that HAARP (short for High Frequency Active Auroral Research Program) has long been the center of wild speculation that the program is designed to control the weather — or worse. In 2010, Venezuelan leader Huge Chavez claimed that HAARP or a program like it triggered the Haiti earthquake. For the record, the Haitian quake of 2010 was caused by the slippage of a previously unmapped fault along the border of the Caribbean and North American tectonic plates.
HAARP is a research program designed to analyze the ionosphere, a portion of the upper atmosphere that stretches from about 53 miles (85 kilometers) above the surface of the Earth to 370 miles (600 kilometers) up. The program has been funded by the Air Force, the Navy, the University of Alaska and the Defense Advanced Research Projects Agency, or DARPA. [Top 10 Conspiracy Theories]
___Why HAARP exists__
The U.S. military is interested in the ionosphere because this portion of the atmosphere plays a role in transmitting radio signals. HAARP sends radio beams into the ionosphere to study the responses from it — one of the few ways to accurately measure this inaccessible part of the atmosphere….
Conspiracy theorists think HAARP's purpose is far more sinister than meets the eye. The program has been blamed for everything from global warming to natural disasters to mysterious humming noises in the sky. Name a natural phenomenon, and someone probably suspects HAARP of being behind it.
These theories have yet to subside, even though very little has been going on at HAARP over the past year. In May 2013, the site shut down during a change in operations contractors. At the time, the HAARP program manager told reporters that the site was temporarily closed and locked, with only one DARPA project left to wrap up by early 2014.

HAARP to begin largest set of experiments at its new observatory

Those are just some of the 13 experiments for a packed 10 days of science beginning Wednesday at the High-frequency Active Auroral Research Program. The University of Alaska Fairbanks operates the facility located near Gakona.
The number of experiments is the highest so far under a five-year, $9.3 million grant awarded last year by the National Science Foundation to establish the Subauroral Geophysical Observatory at HAARP. The observatory’s purpose is the exploration of Earth’s upper atmosphere and geospace environment.
“The October research campaign is our largest and most diverse to date, with researchers and citizen scientists collaborating from across the globe,” said Jessica Matthews, HAARP’s program manager.
The 10 days of operation includes researchers and others from UAF; NASA Jet Propulsion Laboratory in Southern California; Naval Research Laboratory; Cornell University; University of California, Berkeley; Canada Council for the Arts; John Hopkins Applied Physics Laboratory; Virginia Tech; Los Alamos National Lab; and Aerospace Corp.
Among the experiments is the Moon Bounce, a joint operation of the JPL, Owens Valley Radio Observatory in California and the University of New Mexico Long Wavelength Array.
The purpose is to test the coordination of the three facilities for the eventual study of near-Earth asteroids, especially those that can be a hazard to Earth. Knowing an asteroid’s composition can influence the type of defense to be used.
The Air Force originally developed and owned HAARP but transferred the research instruments to UAF in August 2015.UAF operates the site under an agreement with the Air Force.
Poker Flat Research Range, located at Mile 30 Steese Highway, will be involved in three of the experiments. The UAF Geophysical Institute owns Poker Flat and operates it under a contract with NASA’s Wallops Flight Facility, which is part of the Goddard Space Flight Center.
