My suspicion is that reincarnation is an option that is open to all, but due to personal belief systems not everyone is able to walk that path.
I also suspect that reincarnation provides the pathway between the stars. However, as part of the ongoing Cabal fuckery those pathways are currently blocked and have been for some time.
