by the time 25 years rolls around 109 milliion won't be very much money.
so basically it enriches a lot of fat cats who will get suddenly rich, sell the 'green credits' and then bail and sell it off.
it's a boon doggle. It's always a boon doggle. It's always less expensive to use a diesel or gas generator. and on hail storm or wind storm will rip it up and make it useless.
