North Central removes race restrictions from George Floyd scholarship after civil rights complaints

A scholarship created in honor of George Floyd at North Central Universityhas quietly been replaced with a non-discriminatory version.The original scholarship, which was exclusively for black students, was unlawful becauseit excluded non-black applicants, violating Title VI of the Civil Rights Act, which prohibits racial discrimination in federally-funded institutions, an expert on the matter told Alpha News.

 

North Central president’s challenge sparked a national trend of black-only scholarships

The scholarship was first announced by North Central’s president during a June 2020 memorial service held at the university’s downtown Minneapolis campus. At the time, then-president Scott Hagan introduced the “George Floyd Memorial Scholarship” (GFMS). The scholarship was only open to students who are “Black or African American, that is, a person having origins in any of the black racial groups of Africa,” according to the original description.

Hagan challenged other college presidents across the U.S. to follow his lead. Dozens of universities did just that, establishing similar GFMS programs, many of which were also limited to black students.

 

Complaints force colleges to comply with federal civil rights laws

Mark Perry, a former economics professor at the University of Michigan and an emeritus scholar at the American Enterprise Institute, filed a federal civil rights complaint against North Central in May 2021.

 

“It seems like there’s this unawareness or lack of concern in higher education. They must know that these are illegal because the law is very clear and simple … there was no way that they could legally defend a black-only scholarship,” Perry explained.

 

He emphasized that institutions accepting federal funds are obligated to comply with civil rights laws.

“The whole point of Title IX and Title VI is that if you accept federal funds from the Department of Education—which includes Pell grants for students, federally insured student loans for students, and research grants—you’re under a legal obligation as a recipient of federal funds to actively enforce all federal civil rights laws,” Perry said.

 

‘Floyd Scholarship’ replaces original as North Central complies with Title VI

Perry says he immediately reached out to North Central’s president and administrators when he realized the school was in breach of Title VI.

“North Central finally did the right thing, it just took three years of me pestering them and the Office for Civil Rights, and they finally did the right thing—but they should have done this years ago,” he said.

 

Following a lengthy investigation, the Office for Civil Rights issued its final determination on Sept. 18, 2024, confirming that North Central had removed the black-only restriction from its scholarship, which has now been replaced with the non-race-based “Floyd Scholarship.”

 

Challenging race-based scholarships

Perry explained that the process of filing complaints is straightforward.

“I’m not a lawyer, but I’ve been able to file almost 1,000 Title IX and Title VI complaints,” he said, noting that individuals can easily access the necessary information from university websites and send an email to the relevant regional Office for Civil Rights.

 

Perry’s initial complaint against North Central set the precedent for broader challenges nationwide.

“North Central was the first, and that inspired all these others.I challenged George Floyd scholarships all over the country and have prevailed in almost every case,” stated Perry, a Minnesota resident. His efforts to eliminate sex- and race-restricted policies, programs, and scholarships have motivated others to file hundreds of complaints as well.

 

The impact of Perry’s campaign has even prompted the Office for Civil Rights to add two new categories to its database for tracking open and resolved complaints: “single-sex scholarships” and “single-sex campus programs.” Alpha News reached out to North Central University for comment but did not receive a respond.

Police believe South American crime ring behind burglaries of high-end metro homes

Medina police are warning residents about a series ofhigh-end burglaries they believe to be the work of a sophisticated South American crime ring. The burglars are targeting affluent homes, stealing expensive jewelry and other smaller valuables while leaving behind lower-value items.

 

Criminals in and out within minutes

“They fly into a certain part of the country, rent a car, and then drive around the Midwest committing high-end burglaries,” Medina Police Chief Jason Nelson told Alpha News. “They’re in and out of master bedrooms in under 10 minutes, taking only high-value items and leaving costume jewelry behind.”

Timberwolves guard Mike Conley was among three Medina homeowners targeted in a string of burglaries over the weekend of Sept. 14-16. According to Chief Nelson, a rental car connected to the burglaries was traced from Florida to Minnesota and back using the Flock license plate recognition system. Despite tracking the vehicle’s movements, authorities have yet to make any arrests.

 

Repeat tactics and high-profile targets

Last year, authorities discovered that a rental car was parked nearby when the Minneapolis home of Twins owner Jim Pohlad was burglarized.

Nelson said that in Medina alone, there have beeneight to 10 incidents in the past year, with millions of dollars in jewelry stolen. He noted that similar crimes have also occurred in other Twin Cities suburbs, including Eden Prairie, Woodbury, and Lake Elmo. “These criminals know what they’re doing,” Nelson said. “They’re targeting homes when no one is there, and they’ve never been confrontational. We’re talking millions of dollars in stolen jewelry, and none of it is turning up locally.”

 

Stolen jewelry likely sold out of state or overseas

Nelson said thatnone of the stolen jewelry has resurfaced locally, suggesting that it is likely being sold out of state or overseas—even melted down. The burglars typically enter through rear windows or lower-level patio doors, sometimes using paver rocks or bricks to break in. Nelson explained that they are highly organized, often disabling security systems and using scouting tactics.

“There’s some kind of reconnaissance happening, whether there’s another crew that comes in before or if somebody is using a drone,” said Nelson. According to a recent KARE 11 report, this suspected crime ring has targeted at least 60 homes across 12 metro cities. The burglars have been using advanced tools, including cellphone and Wi-Fi jammers, GPS trackers, and surveillance cameras.

 

Medina adjusts alarm policies to speed up response

Although Medina police have not made any arrests, Nelson said his department is working closely with state, local, and federal partners. “We’re just trying to be more vigilant in quieter, more secluded areas of our community.”

In response to the burglaries, the Medina City Council andmayor recently voted to suspend false alarm fees, as many homeowners had their alarm companies notify them first to avoid charges, causing significant delays in police response.

“By the time we get there, the burglars are gone,” Nelson said. “We want those alarms to go directly to dispatch so we can respond faster.”

Police urge vigilance in protecting valuables

Nelson urged residents to keep their home alarms active and in good working order, particularly in secluded neighborhoods.

 

He also advised securing valuables in less obvious places than dresser drawers and bolting down safes.

 

“They’re targeting master bedrooms specifically, so consider hiding valuables in less predictable spots,” he added.

 

‘Burglary tourism’

A phenomenon that authorities have come to refer to as “burglary tourism” has been documented extensively in other states, such as California, where Los Angeles police formed a South American Theft Group task force.

 

In August, federal prosecutors in California indicted seven individuals who were part of “a crime tourism group of South Americansand other individuals who engaged in burglaries, thefts, and other crimes throughout the United States, then laundered millions of dollars in illicit proceeds.”

 

“Crime tourism is a major problem impacting not just Southern California, but our entire nation,” U.S. Attorney Martin Estrada said at the time. “These defendants facilitated and directed crime tourists who committed hundreds of robberies across the country—in essence, they acted as quarterbacks for a team of thieves.”

Database reveals 382 MN kids received ‘sex change-related medical interventions’ in 5 years

Children’s Minnesota is ranked as the third “worst-offending” children’s hospital in a newly-launched database cataloging U.S. medical facilities that have administered sex-change interventions on minors.

 

The “Stop the Harm Database,” released Tuesday by medical watchdog group Do No Harm, highlights hospitals that have provided puberty blockers, cross-sex hormones, and sex-change surgeries to children between 2019 and 2023.

 

The database, available at StopTheHarmDatabase.com, documents over 13,000 minors receiving gender transition treatments across the country, including 5,747 surgeries and 62,682 hormone and puberty blocker prescriptions.

 

In Minnesota, Do No Harm said its database “reveals that 382 Minnesota children received sex change-related medical interventions between 2019 and 2023,” with Children’s Minnesota accounting for a significant number of those cases. Although Children’s does not offer surgical interventions, it had the highest number of pediatric patients of any facility in Minnesota, according to the database. That includes 54 patients who were prescribed hormones or puberty blockers.

 

The database says that Minnesota hospitals have provided surgical interventions to 174 pediatric patients and prescribed puberty blockers and hormones to 219 patients, generating over $2.2 million in billing claims.

 

Children’s Minnesota is one of 12 hospitals labeled as the “Dirty Dozen” by Do No Harm for what the group describes as some of the most extensive promotion of pediatric sex-change treatments.

 

The watchdog group, founded in 2022, argues that these procedures are often experimental and can have irreversible impacts on minors. Dr. Stanley Goldfarb, chairman of Do No Harm, emphasized the database’s role in informing parents and policymakers about the prevalence of these treatments.

“With the launch of the Stop the Harm Database, Do No Harm is building on our mission to expose the dangers of experimental pediatric gender medicine and bring the practice to an end,” said Dr. Goldfarb.

 

“This first-of-its-kind project provides patients, families, and policymakers with a resource that reveals the pervasiveness of irreversible sex-change treatments for minors in America. While this data represents the tip of the iceberg, this is the first step in holding the medical establishment accountable for participating in, and oftentimes promoting, predatory and unscientific medical interventions for vulnerable children.”

 

Do No Harm senior fellow Chloe Cole, a prominent detransitioner who received a double mastectomy at the age of 15, shared her perspective on the new database.

“This new project from Do No Harm proves the lies from the medical establishment and radical politicians who argue that cases like mine are rare. The stats in this database represent thousands of kids who are being treated like guinea pigs for unproven, and sometimes dangerous, medical experiments,” she said. “I hope politicians and parents alike use this database to see where these treatments are happening and protect their children from being rushed into irreversible, life-altering treatments.”

 

In addition to Children’s Minnesota, the database includes information on other Minnesota hospitals such as M Health Fairview, Mayo Clinic Hospital Saint Marys Campus, and Hennepin County Medical Center, detailing which facilities have provided these interventions to minors. Do No Harm compiled the information based on insurance claim data from 2019 to 2023, focusing on confirmed cases of gender transition-related procedures for patients up to the age of 17.5.

 

State legislators react

Minnesota state legislators Sen. Andrew Mathews and Rep. Walter Hudson have expressed concern over the findings. “The Stop the Harm initiative exposes the facilities that are performing experimental medical procedures on our children, despite the dangerous and permanent effects of these so-called ‘gender affirming’ treatments,” said Sen. Mathews.

 

Rep. Hudson added, “This resource exposes the harm medical providers are doing to our children in the name of gender ideology. It is a crucial tool in our fight to crack down on the child trans industry.”

 

Children’s Minnesota did not respond to Alpha News’ request for comment regarding their ranking as of publication.

 

The hospital previously had a “pronoun galaxy” display. “At Children’s Minnesota, you’re a star,” the display read. Each star on the display included different pronouns like “she/her,” “they/them,” and “he/his.”

 

A video that was put out by the hospital with Dr. Angela Kade Goepford, a pediatrician and the director of the hospital’s Gender Health program, instructs parents that if their child or teen decides to try a new pronoun, “it would be a good idea to try it.”

 

Children’s Minnesota also endorsed the controversial “trans refuge bill.” Two “kid experts” from the hospital were invited to “witness” the governor sign two bills into law, one of which made Minnesota a “trans refuge” state.
