so, follow this. if high appraisals are awarded with higher tax revenue, it is also a basis for "fraudulent appraisal'' for the taxed when he/she establishes base value (a number determined by debt markets).
if the claim is that one would be enticed to misrepresent value for lending purposes (cash out or whatever), it seems illogical for the government to complain about higher tax revenues generated? Seems this may be a warm up for going after price manipulators (price gagers) to establish price controls on "housing" (mar a lago is housing).
