I believe that this October/November will be the events that will lead up to the 11.3/11.4 posts becoming reality.
Western Nations are, like never before, primed with enemy actors ready and willing to carry out "Public riots […] in serious numbers in an effort to prevent the arrest and capture of more senior public officials".
I believe we will finally see Q's implied use of the EMS, in response to these riots and subsequent events to prevent capture and arrest and to delay or cancel the election.
When they see that they are losing definitively, I also believe there will be a "zero-day [massive cyber-power] attacks [attempts] on 11.4" in order to prevent or delay the election.

My fellow Americans, over the course of the next several days you will undoubtedly realize that we are taking back our great country (the land of the free) from the evil tyrants that wish to do us harm and destroy the last remaining refuge of shining light.
