I can only speak about FEMA in my community that was devastated by 3 major wildfires this summer, followed by flooding.

My son got a part time job for a contractor of FEMA and is monitoring cleanup sites.

Every destroyed home cleaned up by FEMA must have pics taken to show it before, during and after cleanup. Every load coming off a lot has a paper trail.

Every burned tree must be marked before cutting and there is a paper trail for each tree cut.

At first I thought this was extreme and a waste of time but in hindsight, I think it is a way to fight the corruption and stealing from previous contractors charging for work that was never done or overcharging for work they say they did.

With this new system, the contractor has to prove they hauled a load or cut down a tree.

That's not to say that FEMA is getting better because they refused a lot of people because they went into their own property and tried to clean up. If a property owner touched their property prior to FEMA's inspection/cleanup they were denied help.

Many of the flood victims were denied because they didn't have flood insurance.

On top of all that Insurance companies are dropping policies and refusing to insure any new homes or rebuilds.
