Additionally, an 'apartment complex' can vary in size, number of units, hence number of folks affected by such a thing. I've lived in a 4plex, an 8plex, and a complex with numerous large buildings on a number of acres.

This commentator is ridiculous. A handful of complexes. So what? Well, with 60 units, even if each unit were occupied by just one person, that's be 60 persons affected. Evidently not enough to be a concern for that paid yapper.
