I wonder if we could take down military shells with some type of canister bullet or missile that contains some type of chemical combination, for example, liquid oxygen, thermite, and magnesium; where if those components ever missed the target would be harmless by the time it reached the ground. May in conjunction with some type of detonate in range munition.
