I used to live in CA where they import the pickers. The farmers don't want to hire legal employees because they get financial breaks for not hiring permanent employees, just 'temp' migrants. And then they lowball their pay, get the migrants to do other handy work jobs in the local area for them, then the cycle repeats every year. And those migrants bring their large families, and all qualify for welfare. For the most part, as I understand it, the farmers are mostly the problem. They could easily spend the money and get harvesting machines (although they're expensive) and not hire migrants, but they do the latter to make more money. When do we address the illegal activities of farmers? They know many of their people are here illegally and many were trafficked here. I'm just asking.
