If, for Strzok, worst comes to worst, and he is indicted, the CIA will invoke the State's Secrets Act and seal all records related to Strzok. They have done it time and time again when they were about to lose a case.

This explains Strzok's attitude and disdain for all those questioning him. He knows the CIA will cover for him and there will be no legal recourse to go after once the CIA does so.
