There is no special section for tips separate from wages, but he couldn't say he'll remove the income tax because the msm would say we won't have money for schools/fire/police/roads, because they rely on the public being unaware that property taxes and other use taxes pay for that.
income tax is just for the repayment to the fed reserve.
