Texas says Catholic group should be shut down over ‘criminal enterprise’ at U.S. border May 9, 2024

Texas Attorney General Ken Paxton on Wednesday filed an injunction against a Catholic nonprofit group in the state, accusing it of “systemic criminal conduct” for allegedly facilitating illegal border crossings from Mexico.

Paxton announced the filing in a press release on his website, accusing Annunciation House in El Paso of facilitating “illegal border crossings” and of concealing “illegally present aliens from law enforcement.”

Located just a few thousand feet from the U.S.-Mexico border, Annunciation House says on its website that it serves “migrant, refugee, and economically vulnerable peoples of the border region,” primarily through “several houses of hospitality” in the region.

The group was launched in the late 1970s as a Catholic ministry that quickly became “a house of hospitality for the homeless poor,” primarily illegal immigrants.

Paxton has been targeting Annunciation House for months, alleging that the organization has been facilitating illegal immigration. In February he filed a lawsuit against the nonprofit, asking the District Court of El Paso County to revoke the organization’s nonprofit registration and prohibit it from continuing to operate in Texas.

The district court rejected that petition in March, claiming that Paxton was seeking the closure “without regard to due process or fair play.”

On Wednesday, the attorney general claimed to have “reviewed and obtained sworn testimony” indicating that the nonprofit is engaging in illegal immigration activities.

Paxton said the group’s “own sworn testimony” as part of ongoing legal proceedings show that Annunciation House “knowingly shelters illegal aliens” and “even goes into Mexico to retrieve aliens who[m] border patrol denied.”

The Catholic group further “conceals those people in its shelters from law enforcement,” Paxton’s office alleged.

“Any [nongovernmental organization] facilitating the unlawful entry of illegal aliens into Texas is undermining the rule of law and potentially jeopardizing the safety and well-being of our citizens,” Paxton said in the press release.

In the filing, Paxton’s office said Annunciation House “has forfeited its right to do business in this state and its registration and certificate of formation must be revoked and terminated.”

Annunciation House could not be reached for comment on Thursday morning. Attorneys representing the nonprofit were also unavailable for comment on Thursday.

In February the organization had called Paxton’s efforts “illegal, immoral, and anti-faith,” arguing that the attorney general’s office “considers it a crime for a Catholic organization to provide shelter to refugees.”

“If the work that Annunciation House conducts is illegal — so too is the work of our local hospitals, schools, and food banks,” the group said.

Amidst weekend raid, Catholic Charities clarifies its support for refugees, not criminals

An exclusive interview tonight with the President and CEO of Catholic Charities says his agency has never paid money to put up members of the Venezuelan prison gang Tren de Aragua at the Palatia Apartments which were raided this weekend

We first broke the story this weekend with an exclusive pre-dawn video when almost 300 apartments were hit near the San Antonio International Airport.

Catholic Charities officials in San Antonio clarified their role in assisting migrants today.

Antonio Fernandez explained that Catholic Charities has a contract with the Office of Refugee Resettlement or ORR to manage the funds they have for migrants specifically from warn-torn countries. Catholic Charities then helps those in the ORR program with basic needs. “We provide housing for refugees from Ukraine, Afghanistan, and other nations,” he said. “However, those who arrive through the southern border without proper legal status do not qualify for our housing assistance.”

“We help those who come with government contracts, such as refugees from Afghanistan or Ukraine,” he added. “We do not have leases with apartment buildings; we help pay for housing only if individuals qualify for funding through ORR,” said Fernandez

When asked about the recent influx of migrants, Fernandez confirmed that those found in a recent incident were not affiliated with Catholic Charities. “Absolutely not,” he said. “The people we assist do not include those who come from other locations and fund their own housing.”

Fernandez outlined the nationalities of the migrants they assist, including Ukrainians, Afghans, Syrians, and Cubans seeking political asylum. “Venezuelans often have to go through additional processes,” he noted.

Responding to concerns about security, Fernandez emphasized that Catholic Charities has implemented strict measures at the Migrant Resource Center. “We have police on-site and use metal detectors to ensure the safety of everyone,” he said. “In over two years, we have never had any incidents inside the center.”

When discussing the impact of recent events on their work, Antonio expressed concern for the humanitarian issues at play. “People are coming here because they are desperate,” he said. “Unfortunately, there are individuals who take advantage of vulnerable populations, which complicates our efforts to help those in need.”

He reassured that Catholic Charities has not knowingly assisted anyone with criminal affiliations. “With our security measures, I can confidently say that has not happened,” he stated.

Antonio addressed the public's reaction following the incident, noting that it has affected staff morale. “Our mission is to help everyone in San Antonio and Bexar County, regardless of their circumstances,” he said. “We will continue our work to support those who seek assistance.”

He also tells us that the recent arrests highlight how criminals prey on vulnerable individuals. "When you see poor people or people who are helpless, there are always going to be people who try to take advantage of them. I think these individuals are taking advantage of good people who are coming to America to work. It breaks my heart that all these people are here to help, and then you have one or two bad apples trying to do horrible things," said the President of Catholic Charities. "Is it fair to say that, as far as you know, you guys have not helped anyone knowing that they were members of Tren de Aragua? Oh my gosh, not at all. We have not had anyone. With all the security and the San Antonio Police Department at the gate, I can reassure you that has not happened with us."

He also tells us that Catholic Charities and any other Non-Governmental Agencies cannot use FEMA money to house migrants. They are only allowed to provide food, hygiene items, and temporary shelter at the Migrant Resource Center.

Cardinal Dolan's 'Al Smith dinner' disappointment is misdirected

One could almost imagine the tears welling up in his eyes as New York Cardinal Timothy Dolan lamented the rejection he received from Vice President Kamala Harris, the Democratic candidate for president, of his invitation to the annual Al Smith charity dinner.

He said he was "doubly disappointed" at her refusal to attend. The cardinal has tried to convince the world that she is receiving bad advice. Others have tried to convince her that a change of mind would allow her to show civility, to elevate political discourse, to show she doesn't have anything against Catholics and so on.

Perhaps it would be best to stop here to collect our breath and spend a moment or two reflecting on just who should be placed on the spot for engaging in less-than-civil behavior, as well as contributing to the diminishment of Catholic identity and credibility in the public square.

Even in this era of the endless gush of stuff coming at us on every manner of device, it is possible to cull reality from it all. In the case of Trump, the material almost outruns social media's ability to keep up.

But first, a quick look back at the cardinal's role in all of this, which extends to a well-reported recording of a phone call he made to Trump with other Catholic leaders in 2020. The two exhibited a kind of unctuous, ecclesial-political bromance, the former president declaring the cardinal a "great gentleman" and a "great friend of mine." He also gave a nod to an implicit quid pro quo to paying attention to what his eminence "asks for."

The cardinal, the first to speak on the call, said he was "honored to be the lead-off batter, and the feelings are mutual, sir." He also joked that he called the president so many times in the preceding months that his mother in Missouri voiced a bit of jealousy.

He also hailed the then-president for his support for Catholic schools, saying, "We need you more than ever." Trump, in turn, declared himself the "best [president] in the history of the Catholic Church."

Cringy as all of that may be, the reality is much worse. The record on Trump's part is extensive, but besmirched by actions such as inciting an insurrection, paying off a porn star for her silence and placing children in cages at the border and separating them from their parents.

There's lots more, of course. It's all been out there for the public to view. But it seems we've become so numb to his destruction of norms that behavior that would have disqualified someone from running for dogcatcher in a previous era is now tolerated at the level of the presidency.

The mistake — and the cardinal is hardly the first or last to make it — is to judge the moment as if it were somehow still attached to a degree of normalcy, or what we've always known in presidential politics.

Yes, the Al Smith dinner was once a place where, even amid the sharp-elbow politics of a presidential campaign, normal humans could sit with each other, share a meal and some levity and walk away with dignity and reputation intact. Trump changed all that. And it is absurd at this point to act otherwise.

The sin here is not that Kamala Harris had the good sense to reply, "No thank you, I'm previously engaged." The real scandal is that the good Catholic cardinal of the great city of New York would not have the courage to say, this year, that the current Republican candidate is a walking example of so much the Catholic Church finds repugnant in today's politics that he would suspend the normal invitations.

The real controversy is that an event that touts its history of raising funds for society's most needy is going to host someone who is one of the culture's greatest threats to that kind of caring. The real outrage is that Trump, given the public nature and extent of his repulsive record, should be invited to a fundraiser for an organization, Catholic Charities, that has long worked in the trenches to save and transform lives on society's farthest margins. It is tragic that the guest of honor this year will be someone whose personal example and policy wishes are in a collision course with the principles of Catholic social teaching.

We are triply disappointed, Cardinal Dolan, that in the name of the church and its witness to the wider culture, you did not suspend the norm this year and invite someone worthy of the event's cause. We are disappointed you didn't have the courage to stand up to Trump, a looming threat to the democratic ideals that allow the church to host such a high-profile public gathering.
