Actually, when you insert your ballot into the 'scanner' - the scanner stores it to an SDCard.

The cards are taken to the county server and uploaded and thats when they determine if those that were scanned were unreadable or something. The scanner reads the QR code.

According to Heather Honey from the Election Research Institute, PA has changed their policy and are not attempting to EVEN verify identity or eligibility on UOCAVA ballots. So they are not going to verify the drivers license number or the Social Security number or the address to make sure people getting a ballot are eligible to vote in the state of Pennsylvania before they email them a ballot.

There have been 32,0000 ballots sent out to under UOCAVA and only 17% of them were sent to members of the military or their family members.

All the rest of these ballots have been sent to people who purport to be US citizens who just live overseas.

15,000 of those ballots were sent to people who have expressed they have no intent to return back to the United States. And also, 15,000 of those people have not ever registered before.

With the help of the Election Research Institute, 4 republicans running for the state legislature have sued in federal court.

So if you live in Pennsylvania, I urge you to find people every single day from now until the election and get them to the polls. We need to overcome this by significant numbers so I ask you if you live in Pennsylvania please do not let up.
