The U.S. Constitution primarily uses the pronoun "he" when referring to individuals in various positions, reflecting the time period when it was written where gender-neutral language was not common practice. If you notice Article II, Section 1, Clause 5 which sets up qualifications for president, it says "person", meaning man or woman.
Nope. The qualifications clearly states PERSON. It was normal to use He in that context.
