Why do they claim to have to kill animals for a rabies test?

Are humans killed when they are tested for rabies?

https://www.cdc.gov/rabies/php/laboratories/diagnostic.html

Animals showing signs of rabies should be immediately euthanized by a professional and specimens submitted to a qualified rabies laboratory for testing.

vs.

Several tests are necessary to diagnose rabies antemortem (before death) in humans; no single test is sufficient. Tests are performed on samples of saliva, serum, spinal fluid, and skin biopsies of hair follicles at the nape of the neck.

I doubt the guy with the squirrel wouldn't have paid for it.

In fact why doesn't the CDC say exactly that.

"If the owner of the animal pays for it, the animal does not have to get executed, because we also don't execute humans".

And I haven't seen any videos of that squirrel even having any "signs of rabies".
