OK let's go over etiquette in these types of formal events. (DO NOT ASK ME HOW I KNOW)
Usually everyone approaches the table together, women will be seated first then men. It is rude to stay back/hang back or not come when called to meal by steward. People will sit there and start talking to their seat partners or across the table. Herding people in groups like this to a meal is a very touchy job..schedules to meet etc.
This usually is happening as water is being poured, or, if water is already in the glasses, people chat until the services comes in. People finding something to do with their hands usually put their napkins in their laps sometime during this time. Waiting until food is being served is rude. ALSO there might be bread and butter on the table staged ever other seat. One would also put their napkin immediately on their lap if they intended to partake..others may not, but all napkins will be in laps by the time the food hits the table.
She is a woman, she was probably flapping her jaws and noticed she was far behind the men who just wanted to eat. Men tend to flip that napkin into their laps right away.
