This is the kind of idea that sounds good if you don't think about it.
Here's how Democrats would rig your "new system to replace the electoral college." Each state gets one vote, based on whoever gets more votes in the state, right?
States with high populations of Democrat voters and George Soros and the "elites" would funnel money into small/red states that are easy to sway to get their one state vote.
California/NY/etc. that are already solidly blue and rigged will have a exodus of a couple thousand/million voters who are incentivized to move to the new red states with cash and prizes paid for by taxpayers. You know, exactly what they're doing with illegal immigrant "voters" right now?
They'll take that HUGE surplus of blue voters going to waste in solidly blue states (Cali, NY, etc.) thanks to the big cities, and fly them to the smaller states and turn those blue too.
And we know this will happen because it already is with California liberals moving from California to Texas and every other state with low crime, low taxes, etc.
However, the exact opposite wouldn't happen. Voters from red states won't move to small/blue states because red voters are less likely to want government handouts in general, and especially if moving there to get a few bucks means they'll have to live around MORE liberals and MORE liberal policies.
tl;dr, your plan only works if you don't think about it. If it was real, it would immediately benefit liberals and their agenda of moving from the states they've already destroyed into the functional red states with low crime/low taxes, all to "turn them blue" like they've been trying to do Texas the last decade.
