This is either b/c there is no congratulations necessary if Putin has known DJT is the real President OR if Putin sidestepped a deal made between the two before DJTs "public" leaving of office.
I'm not sure there is a third option.
If we assume DJT is the real 'acting President' and has been - then we might reasonably assume our actions supporting Ukraine are 'real' and pissing of Vlad, no?
