Reuters reports that the war in Ukraine prompted a debate in Germany over whether to reintroduce conscription, which was ended in 2011, to boost shrinking troop numbers in response to a more aggressive Russia

It currently has 180,000 soldiers, which it wants to increase to 203,000 by 2031, as well as 60,000 reservists.

The aim is to eventually reach 200,000 more reservists, which would enable Germany to swiftly expand its troops to around 460,000 in the event of war.

With the end of conscription, Germany stopped the registration of 18-year-olds for military service, leaving the country without a reliable data base on whom it could call up.

The aim of the new law is to once again have an overview of those figures:

Under the model proposed, all men turning 18 - about roughly 300,000 next year - will have to fill out a digital survey on their interest in joining the army.

Young women will also be sent the survey but are not obliged to respond.

According to U.S. federal court records, Luis Edison Capellan-Ortiz was arrested by U.S. Border Patrol last October.

The agency discovered him hiding in the woods about four kilometres from the Quebec-Vermont border.

Capellan-Ortiz allegedly took off into the woods after border agents spotted a black Honda Pilot SUV with New York plates attempting to pick up him and three other people along Route 105 in Vermont, which they suspected to be a human smuggling run.

The Trudeau government has ordered TikTok to close its Canadian operations in Toronto and Vancouver because of “national security concerns”—even though people will still be able to use the social media app, CBC News reported Tuesday.

Innovation Minister Francois-Philippe Champagne said he couldn’t elaborate on the decision, only that it was based on information that came to light during a national security review that suggested TikTok could be working against Canada’s best interests.

"We came to the conclusion that these activities that were conducted in Canada by TikTok and their offices would be injurious to national security," Champagne told CBC News.

"I'm not at liberty to go into much detail, but I know Canadians would understand when you're saying the government of Canada is taking measures to protect national security, that's serious."

The government emphasized that it will not take steps to block the app in Canada or interfere with Canadians who choose to use TikTok for casual communication or posting documents. "The decision to use a social media application or platform is a personal choice," the statement said.

But Champagne somewhat ambiguously suggested that those using TikTok should do so "with eyes wide open,” apparently a veiled reference to communist China having access to anything posted or shared on TikTok. "Obviously, parents and anyone who wants to use social platforms should be mindful of the risk," the minister said.

Despite calling it a national security concern, the Trudeau government used the Investment Canada Act, not the National Security Act to shut down TikTok’s offices, disqualifying the social media company from investing in Canada on national security grounds but not suggesting it was doing anything more.

TikTok says it is poised for legal action. "Shutting down TikTok's Canadian offices and destroying hundreds of well-paying local jobs is not in anyone's best interest, and today's shutdown order will do just that. We will challenge this order in court," the spokesperson said in an email. Continue…

“We are launching a national conversation and will not be initiating a challenge of Quebec’s Bill 11,” Health Minister Mark Holland said.

Quebec is telling its provincial doctors that they can issue “advance directives” to authorize Medical Assistance in Dying (MAID) on unresponsive or mentally ill patients. The Quebec legislature’s Bill 11 allows doctors to administer euthanasia providing the patient had previously offered “advance” permission to do so.

Critics say it is another example of Canada’s euthanasia program expanding out of control and into the realm of murder. Because the assisted suicide of a mentally ill patient would qualify as murder under the Criminal Code of Canada, Quebec has told its prosecutors to just ignore the law, the National Post reported.

The Trudeau government has approved that decision, with the Ministry of Health saying there would be no court challenge even as it discouraged the expansion of the practice outside of Quebec. Yet it also indicated the fundamental fault of the bill.

“As the Criminal Code applies uniformly across Canada and does not permit the provision of MAID based on an advance request, providing MAID pursuant to an advance request remains an offense under the Criminal Code,” it read.

The parameters of the MAID program allows doctors to administer the procedure for any adult with a “grievous and irremediable medical condition” — but the patient must give “informed consent” before the doctor can continue. The Quebec law simply ignores this and will allow doctors to proceed even if the patient is in a coma, has dementia or “incapable of giving consent to care.”

The Quebec law proposes to ignore this, and to allow MAID for anyone with an “advance directive.” Patients can be in a coma, suffering from dementia, or otherwise be “incapable of giving consent to care,” as long as they have previously signed an approval form. But the Trudeau government’s sanction of Quebec’s decision has no basis in law because a province cannot overwrite the federal Criminal Code, meaning that a doctor or nurse administering MAID under these new circumstances could conceivably be charged with murder. Economists at the Fraser Institute warn that seven out of ten provinces have surpassed the threshold of having more combined debt than the value of goods and services they produce. They say that any more government spending at this point will impede economic growth.

According to the study, the combined federal and provincial debt for most of Canada’s provinces has exceeded the value of their economies. British Columbia’s debt was 79.2% of its GDP, Saskatchewan’s 77.5%, and Alberta’s combined debt was 63.8% of its economy.

The rest of Canada’s provinces ranged on the low end, with Ontario running a debt-to-GDP ratio of 100.3% and, on the high end, Nova Scotia, 114.3%, and Manitoba, with a combined debt of 141.4% of its GDP.

The study examined provinces’ debt-GDP ratios, comparing them with average economic growth rates.

“When using the same categories, we find provinces with debt loads below 60% have the highest median growth rate and that growth rates fall as debt ratios pass thresholds of 60% and 90%,” the study said. “This approach clearly suggests that higher provincial debt-to-GDP ratios correspond to slower economic growth.”

The study concluded that the short-term benefits of increasing government debt-to-GDP ratio through publicly funded investments decreased dramatically in regions with debt exceeding 100% of their GDP. It said that these provinces would not benefit from further government spending, which would increase the debt; instead, it found that increased spending beyond the 100% threshold often decreased economic growth, lowering living standards. Canada’s annual health care spending is expected to hit $372 billion this year, a new record high and a dramatic jump from the increases estimated for the previous two years.

The Canadian Institute for Health Information released its National health expenditure trends report on Thursday, detailing that total health spending is expected to cost around $9,054 per Canadian in 2024.

“It is anticipated that health expenditures will represent 12.4% of Canada’s gross domestic product (GDP) in 2024. Excluding the 2020 and 2021 pandemic period, this is the highest ratio ever reached,” reads the report.

“Total health care spending in Canada is expected to increase by 5.7% in 2024, after a rise of 4.5% in 2023 and 1.7% in 2022.”

Additionally, the latest Organisation for Economic Co-operation and Development data recorded for 2022 revealed that Canada had one of the highest per capita spending amounts when compared to other nations, at $8,119.
