If you accept that one of the mission objectives of the plan was to limit losses to 4 - 6% then 'the play' is referencing an effort to gently awaken the population in order to save as many Americans (humans) as possible. Done wrong this awakening could have precipitated terrible wars and many decades of severe social division. Instead we have seen scenarios that awaken the dormant population (Rogue FBI, Illegal surveillance, Corrupt FISA court, Lying media, Political persecution, Afghanistan withdrawal, Assassination attempts, 15 million missing D votes, etc.) through their shared experiences as they've witnessed these events. The end result is much more effective that telling somebody the facts. Since they are learning from drawing their own conclusions the end result is much better than forced instruction. Of course, this method requires as much time as possible, but in the case of the Q op it is an eight-year plan. The 4-6% civilian loss mission objective is crucial to understanding both the perceived 'delay' in the plan as well as the need for the 'watching a movie/play' educational element to minimize harm while awakening the brainwashed.
