So I guess my question is, is this a Bad Actor directing NSA now that Rogers is gone? Or is it a Good Actor who is using "Russian meddling" as a cover for uncovering voting fraud, or other?

And, how do we know which?

And now in 2018 NSA and DHS will team up "to counter russian interference".
