Maybe if it was announced that they those who apply in their home country to re-enter will be first come, first served, they will all rush home to be first on the list.

Yes; agreed. They would leave. They go back and forth all the time for medical and dental. Wouldn't be that major of a thing.
Anon has a friend who came here legally on some type of visa. His 3 children were born here and his wife is legal. He had to go back home for 6 months when his visa ran out, while his family stayed here, and go thru the process. It was a matter of pride for him to do everything by the book and come in the right way. Excellent, hardworking man.
